could just be the luck of the draw: looks like you're set up fairly well (go ahead and allow more uploads--they shouldn't affect your downloads until they consume ?85% of your upload bandwidth).

Some other suggestions:
--turn PFS back ON (to take advantage of multiple hosts)
--download the beta
--check that you can receive incoming connections (see above)
