I'm no expert so hopefully this advice won't simply muddy an already confusing issue for ya.
First, you say that you disabled your firewall. Is this a software firewall such as the one that comes with WinXP or McAfee Personal Firewall?
If so, are you on a LAN network where your cable modem is connected to a router that redirects your internet connection to more than one computer in your home? The reason I ask this is that your router may have a hardware/built-in firewall that may need configuring and/or tweaking.
Does your new cable ISP block or limit P2P application connections? From what I hear, it's difficult to find out but users have posted what they found about their own ISPs here:
