Everyone can already have popular data now. Getting the popular files is not the problem.

We are fully aware of the bittorrent strategy but we can't make it work because Gnutella is already using HTTP. Besides, the bittorrent strategy isn't really working. Between the amount of data you download and the amount of data you upload can easily be a factor of ten. The ed2k strategy of forcing a ratio of 1:4 in the client software has been much more successful.
