Joe Busuttil has a spectacular aura about
Default The Crop Tool in Photoshop CC2019

The crop tool will not shift the four sides of ans image individually but all together at one go. How to correct this?

Thank you in advance. i have been racking my brain in vain for hours to find an elusive solution...

You need to place your mouse-cursor near the edge of the crop-guide outline, if you move it around a little you will see an arrow. Then grab the very edge of the crop-guide and stretch or shrink. If you put the mouse-cursor near the corner then you will be able to stretch horizontally or vertically but without moving the base of the crop-guide. Helps to keep a careful eye when you do this.
If you attempt to move whilst the mouse-cursor is nearer to the middle then the entire crop area will shift. ie: your mouse-cursor needs to be at the very edge.

If you have a careful look at your mouse-cursor (or pointer) after you enable the Crop-Tool, if you hover the cursor over the image it will have a type of scissor icon. If you move the mouse-cursor to the very edge of the image the icon will change to a two-way arrow pointing in the two directions you can stretch or shrink the crop area.

Important thing is try not to press down and drag until the icon changes to the arrow. In other words, do not press down on the mouse-cursor until you see the arrows! Hover the mouse-pointer over the image until you see the arrow icon, then press down and move. Do not press down on the mouse until the icon changes to the arrow icon.
Also keep in mind the dotted area surrounding the image is the crop-area.

I'm unable to snapshot the actual mouse pointer icons.
