Would Anyone be able to tell me why i can not launch programs I downloaded

LimeWire has so far rated a thumbs down for me unless someone can turn my thumb upside down. Really would appreciate if someone knows what i am talking about and HELP ME. I tried to download ******** it just wouldn't open.
