Default Campus connection

Hello
I am connected to a campus LAN and am trying to connect to Gnuetella. I have not yet been sucessful. I talked to the tech guys and they said they allow connection but limit the bandwidth. with many users the bandwidth will get used up. I have tried to connect during several different times of day and have not even the slightest bit of luck. Last night I connected successfully with my very slow dialup at home, so I know limewire is setup correctly. I was wondering if you had any magical soltions for me to try.

The thing is that if there are, like 100 students (or other) already connected to the net using LW and have already used up all the allocated bandiwdth, nothing tells you that at some point these people will go offline so that someone else connects. So, try asking the techs if the IPs are dynamic (I shouldn't think so, but who am I? Just another soulforged). If they are, then the connection should automatically disconnect after a period of time to change the IP (see why I shouldn't think so?)
