Can't connect, test page works
 
I'm stuck at one bar while connecting.

I uninstalled and reinstalled a couple times, then I tried this:

http://www3.limewire.com:6346/

and it said it worked, so I don't know what the problem could be.

Did you configure your firewall so it allows LW full access (advisable not to have 2 active firewalls b/c they can interfere with each other); config instructions: http://www.limewire.com/english/content/firewalls.shtml

Can you give us a total desciption of your set up:
1. OS version? (eg: Windows 98)
2. What firewalls you have?
3. How much ram?
4. Hard Disk space available?
5. Connection type? (eg: dialup, broadband, cable, etc.)
6. Modem & router brand name & model numbers?
7. Where are you trying to connect from (home, school, work, etc.)?
8. What version of Limewire (LW) & Java do you have? (Go to LW's menu Help>About LW...) Will show both LW & Java version.
9. Who is your isp provider?
10. Is this a your 1st try at LW or is this a new problem with an experienced user.

1. OS version? Win XP Pro SP2
2. What firewalls you have? Windows XP and Uniden ENR1504 Router
3. How much ram? 1 GB
4. Hard Disk space available? 66 GB
5. Connection type? Cable 4000/512
6. Modem & router brand name & model numbers? Modem Motorola SB4200 Router Uniden ENR1504
7. Where are you trying to connect from (home, school, work, etc.)? Home
8. What version of Limewire (LW) & Java do you have? Limewire 4.8.1 Java 1.5.0_02
9. Who is your isp provider? Cox.net
10. Is this a your 1st try at LW or is this a new problem with an experienced user? Previously had no issues, but after two consective formats no luck on it working. Have tried many things to get it to work.

Test page works fine. Opened up ports on my router for TCP and UDP, also follow instructions and added in listing for Win XP firewall.

All of these answers are pretty much the same for me, except i dont have sp2, no firewall and local dial up.

Cox has been known to filter some users. See ISP's known to BLOCK or Filter p2p or specifically Limewire

After opening LW wait 10 to 20 mins or longer before using. Let it settle down 1st.

DJ Flipped check that your modem does use UPnP. 'IF not' you may need to forward a port which requires a static ip & also LW adjustments here: Manual port forward instructions & sample image & 2 posts after that.

Still a big ZERO on connection.

Everything looks great, but I do have a question. In one of the instructions it says to put in "127.0.0.1" into the Windows Firewall, I tried that and I tried my network IP also "192.168.1.XX" and still nothing. I was not sure which one was correct to input. I also disabled it, but nothing.

I tried Morpheus and WinMX, and get nothing. Morpheus did connect to Neonet, but I still could not download anything.

Bittorrent works great with no problems.

I guess I will let it ride until Cox frees me up.

I suppose you could try a proxy but proxies are trial & error. You may need to try many before you find one that works. See A Fix for those whose ISP's block Limewire pages 1 & 2 which has a link to alternative instructions.
If you're using bittorrent at the same time it might be taking up all your bandwidth.
