firewall problems, again (w 98)

Hi,

I have:
limewire 4.9
windows 98
norton antivirus
im at a college

How do I get rid of a fire wall? One step at time please, cause I don't understand what everybody is talking about. How can I disable a firewall? Cause my norton doesn't say anything about it.
