Connection issues not solved by ANYTHING!!

Ok, Ive had limewire for sometime now. But recently i purchased a larger hard drive and installed windows and all my programs etc. Now, im only using service pack 1 because it crashed my computer last time i installed it and i had to system restore. Im a bit apprehensive about installing it, if i do ill have to make a system restore point. When limewire opens and begins to connect it says i have a firewall (which i DEFINETLY do not) . This eventually goes away. It then connects fully for about 2 or 3 minutes, at which point it drops to 2 bars or disconnects altogether. It then tries to connect, giving way to only 3 bars and an unuseable connection, but occasionally connecting fully, only to fail again when i search. My internet explorer/msn etc work great throughout this all. I repeatedly get messages saying that i have no internet connection, which i clearly do. I have tried using port 6346 (or whatever it was) as well as deleting my preferences directory. My system specs are as follows:
1)Shaw canada cable modem (motorola cyber surfer wave)
2)Limewire 4.10.3
3)Java 1.5
4)Windows xp home edition service pack 1
5)768 mb of ram
6)120gb hard drive with 102 gb free

HOW DO I FIX THIS!!!!!!

Shaw is probably your problem. They have introduced anti-p2p measures in many areas of their span. Are you in Canada or USA? At the moment I can't bring up any specially good links but I have found them in the past. Here's one discussing shaw & rogers: http://www.dslreports.com/reviews/1713 / & http://www.dslreports.com/forum/remark,13640380

Well, i phoned shaw and they said that they were not limiting p2p. Also, my friends all use limewire and theirs works fine. This is really just a pain in the *** considering the fact that i cannot install xp service pack 2 or a number of windows security updates as it crashes my brand new hard drive. NEVER trust best buy to ifx anything. I have even started using bit comet, which doesnt work either. HELP ME PLEASE! I need to re-download 174 songs!
