Have you just installed LW or has it been running ok & just now given you the error?

If it's been running ok before, try deleting your preferences (with LW closed):

If you've just installed it, uninstall & then reinstall using the Offline installer:

Where is my preference file located?

Is it just c:/program files/limewire (then I delete the limewire folder? or is there a folder called preferences that I dont see?)

Ummm...it tells you in the thread.
C:\Documents and Settings\your name\Application Data\limewire

*It's a hidden folder so you'll have to show hidden files & folders to find it.

Have you just installed the pgm?

Sounds to me like you're firewalled. It's either due your computer firewall or your modem/router nat firewall. See the following thread & check the sections about setting up a firewall for LW, & for setting up UPnP. And do the port test. If your port is blocked & your modem doesn't support UPnP then manual port forwaring is the way to go. See Connection problems? Check here first! (click on link)
