Your Modem does not appear to have a firewall in it. But your ISP Cablevision is supplied by Optimum Online which has started blocking or shaping P2P traffic. And they started doing it just about the time you started having problems. So unfortunately your problem most likely is your ISP. The link below may help.

i guess that makes sense. but is this a permanent thing...? should i contact the provider...

by the way, do you happen to know if roadrunner is powered by optimum online?
