Question Ultrapeer minimum requirements

I am currently on a Compaq/HP Proliant ML370 G2 (altered to work as a PC) server
P3 1.266 GHz
1536 MB RAM
4 RAID discs (total 200+ GB)
Cable modem at 700/250
Limewire 4.12.6 Basic

I am considering upgrading my connection to 1500/400 to help with my download time, but at the same time I wonder if it would do any good to enable Ultrapeer? I am not even quite sure of what this is, so an explanation on what it is besides "helping those with slow connections getting a better experience searching and downloading". How does it actually work?

Sidenote: When looking at my downloads in the Search window, it quite often drops to 6 @ 10 KB/s, but when I go to the Monitor window it regularly jumps up to 200 KB/s, and has once jumped up to 336KB/s. I am not complaining, just wondering how, as my 700/250 connection shouldn't enable me to more than something in the lower 90`s of download speed. It doesn't stay at these "super high" download rates long, but it's not uncommon for it to jump real high for a few seconds, then stay at about 120 KB/s for about a minute before settling down around 75 to 95 KB/s.
But, again, when viewing in the Search window it regularly drops to 6 @ 10 KB/s. That's a real problem, though I can't see why this should be when the connection jumps to more than double my connection speed when I switch to the Monitor window. (Hope I have translated everything correctly. I have Norwegian standard language for my Limewire)

The link below may be of some help in explaining what an ultrapeer is and if you have a slow connection the odds are you will not connect as an UP. The only advantage I have seen to running as an UP is search results not speed.

The second question may be that you are using your system cash to store data before it is transfered to your hard drive. The spikes you see may be when it is emptying the cash to the hard drive.
