Unhappy Tried all!! not working =( please help

Hi!!!
I know that there are already many topic related to this, but nothing seems to work, or maybe Im doing something wrong.
I am not being able to connect limewire. Sometimes it does, and it reaches 2 or 3 green bars, but when looking for a file, only a couple show up.
The brick wall in front of the blue world icon is there. The windows Xp firewall is not enabled. I already checked this. I also have Norton, and I already configurated the norton firewall in order to allow LW full access. But the wall still appears.
I don't know which one is my isp provider, or my router brand name (it's an ethernet connection) , I'm trying to connect from home...
Im really new at this....so please...I need help!

1. OS version? Windows XP
2. What firewalls you have? microsoft (disabled) & Norton (Already allowing access to LW)
3. Connection type? (eg: dialup, broadband, cable, etc.) I don't know...i think broadband....ethernet....
4. Modem & router brand name & model numbers? HDAUDIO Soft Data Fax Modem with SmartCP
5. Where are you trying to connect from (home, school, work, etc.)? Home
6. What version of Limewire (LW) & Java do you have? LimeWire 4.12.6 Java 1.5.0_06
7. Who is your isp provider (Internet Service Provider)? don't know
8. Are you sharing the connection with other computers or p2p sharing programs?

4. As far as I can ascertain HDAUDIO Soft Data Fax Modem is some kind of software modem designed for notebooks. As far as I can estimate it is equivalent to a dial up modem, would that be correct?

When you connect to the internet, do you connect directly from the notebook to the telephone line?

Choose nearest location for a speed test & only have your browser open: http://www.t1shopper.com/tools/speedtest/ What speed do you get? This will help as determine whether you're using dial up or broadband, etc.

Yes, this is a notebook, and when I connect to the internet, I connect directly from the notebook to the phone line.
I did the test and it appears as follows: Your Speed is: 796.1 Kbps

796 kpbs = about 99.5 KB/s. So it's definitely broadband.

It might be an idea to give them a call to ask why there should be problems using games or p2p software on their service; http://www.velocityonline.net/support.html
According to this they don't seem to be anti-p2p use http://www.velocityonline.net/techsupp/problems.html

Most broadband services require a modem/router to connect. I can only guess what you're using by-passes the need for such hardware. But such softw itself may be part of the problem. Check the options within it to see if it has NAT protection & UPnP options.

Also, recheck your Norton firewall: (1) Configuring Norton Internet Security, & also (2) Reconfiguring Norton Firewall
