Have you read through this sticky?
Connection problems? Check here first!

Start off by making sure that you're not using 2 software firewalls (just use 1) & double check the config of that firewall. XP's firewall will conflict with Norton's so turn the XP firewall off.
If you're using a modem/router, read the sections about UPnP & port forwarding within that sticky.

If you're stuck, post back with the answers to the questions in post #2 of the sticky

Lots of schools block p2p. Does anyone else there have LW working properly?
You might have to see whoever's in charge of the Uni's internet & find out what the policy on p2p is. If they're not anti-p2p, they might be able to help you out with your connection

If you're connecting directly to the wall then it's either your software firewall or something to do with the Uni's setup.
Find someone who is connecting properly & duplicate what they've done. Are you sure you've configured the Norton firewall properly?

Within LW, try file > disconnect then file > connect.
