Start off by making sure you're only using 1 software firewall & that it's configured properly. You'll find instructions for this, plus a lot of other info within the sticky below.
Connection problems? Check here first!

If you're stuck, post back with your details. Post #2 of that sticky shows the info we need. If we don't know anything about your setup...we can't help.

2. Do you have any programs like ZoneAlarm, Norton (with personal firewall), Kerio, Sygate, Comodo?? Have a look in your system tray & see if there are any firewall icons. Have a look in Add/Remove programs (within Control Panel), are there any firewalls there?

6. Is your comp plugged into any boxes (between the comp & the wall)?

7. Is home a house, apartment, student accommodation etc?

9. Are you sure that this is right? I can't find an ISP of that name, even with some spelling variations.

this is your ISP...

http://www.digitalforge.ie/

it appears as if they do have a specific clause re: p2p www.digitalforge.ie/fup.html

perhaps a call to tech support is in order..they will be able to tell you if they are blocking p2p access...and make sure to note that you are trying to acquire open source information (i.e. not copyrighted)

considering the techniques that are available these days to 'shape' traffic, I doubt there is anything you can do...

proxies only 'mask' your IP address and you are still routing through your ISP's DNS server...changing ports might (but most likely not) do the trick...
