Try Making Your account on your computer a administrator account.
To give you full access to download. Just mabe its your ISP,Phone & ask them if there shaping P2P traffic. Get back to us.

The thing is... There is no "Limewire Administrator". Limewire is just a program that connects millions of users. The message you got can not be from the Limewire (Gnutella) Network.

Did you get disconnected when this message appeared, or was it just a message that popped up and then nothing more happened?

To me it could really sound like you are sharing a Local Network with many others (eg. a college campus internet connection) and the Administrator there disconnected you.

Since you gave no more info, these are just guesses
