Well, that's a bit of help. Now you know they're interfering & that would explain why your port 6346 test didn't work (if they're blocking ports too). Does your friend that uses Atlantic & has no problem have a different speed/connection or type of account than you do?

Did they say what they classify as peak hours?

no lol, all they said what what i copy and pasted, but anyways, my buddy has atlantic broadband but a differert modem, his is bigger, and like an off white color, dont know the name tho, is there somewhere I could show u which one online somewhere? I dont know about his speed/connection.

PS. the funny thing is when i was at his house he only has windows firewall i think and it was turned on and he had limewire as an exception.. but on limewire there was no wall in front of the globe, mines the exact opposite, that why I think something may have happened to my modem when we had that power surge thing, he lost an xbox360 but nothing happened to his computer, i was on the computer at the time (which i dont think would help) and it pretty much toasted my old computer, everything except the monitor and speakers, my modem has all the lights on but, i just have a hard time believing that 2 days after we had the power surge my isp decides to block the port or watever, when on my old, slower computer it worked

Ask him to look on the modem (underneath too) & tell you the brand name plus the model number. Is there any way that you could borrow the modem for a little while & see if things work for you then? You might have to bribe him

I would've thought that if it was working for internet, it would be ok but I'm no expert! The idea of switching modems was kind of a last resort There's no firewall in yours anyway. Have you been right through control panel & also looked in your system tray for all security programs that might have a firewall?
Have you tried turning off the XP firewall, just for a very short time, since you deleted Norton?

Have you tried installing one of the older versions since you deleted Norton?

I'm stumped. Someone else might have more ideas. If you had a laptop, you could take it to someone else's house (who uses a different ISP) & try to connect.

Sorry...

ok guys, i tried to make a dialup thing so I can see if my modem is beat, I made one but I cant cconnect to it, but... the brickwall was just gone in front of the globe and i had 5 green bars, but it was downloading at dialup speed (i still have my cable modem hooked up because I couldnt connect to the internet because i didnt set my ddialup right) down by the clock, it said AOL-Not connected even though I was signed in, and when I was it seemed to fix the problem, but I loged out and in and now its not working agaain lol
