You could try changing ports. If it is your ISP throttling your downloads, there's no guarantee that things would improve but try if you like. Go for a higher port 49152 - 65535 (some people use 64049). You'd have to change LW's listening port & also the port forwarded thru your router.
I can't find an acceptable use/fair access policy for your ISP to show that they're limiting downloads...but that doesn't mean that they're not doing it!
