Will NOT launch for Security Reansons??

MOST times I try to open a program after downloading i get a Limewire will not launch specified files for security reasons.
What does it mean?
How can it be preventerd or over-rided?

Launch them with the explorer, if you want to, but don't come here complaining that your computer got infested with a virus...
