I'm fairly new to Limewire so forgive my ignorance.

I've noticed several times where a "host" will be downloading the same file in multiples.

Does this "host" represent a single user, or several users using the same chunk of bandwidth?

It's a program to speed up downloads by breaking a file up into several chunks and then downloading all of the chunks at once. Cool for him but bandwidth hogging for you. Change your upload preferences to limit uploads to no more than 2 for a single user.

Yes it is a program that allows for multiple downloadig by file chunking from you.But I do not think that you should limit the number of upload slots per person to just 2 that is a little bit to little especially if someone wants to download an entire album from you.I think tha 4 is a better number but me myself has set the maximum to 20 since I have a fairly big bandwith.
