Download probs

Im on a DSL connection through a networked apartment complex and I use to could download anything just fine. Here the last few months I can't download anything. The usuall speed is around 15kbps - 45kbps. Now when trying to download anything I get nothing or possibly a 0.1 or 0.3. Any comments??
