DownLoading at .3kb per sec!!!!

At this arte it should take about 2 hrs to download an averaged sized file. Way too slow!Interestingly, I noticed the same problem with KAZAA. We have T3 connections and I'm downloading from T1 Sources. But we also have a firewall. Could this be the problem?
