I got a work-around for this, if not a solution.

In Options, mine is set to NOT remove completed files. Not sure how this affects the incomplete file, but it works.

When I get a file that won't move to library, I remove it from the download list, goto the Library>Incomplete, locate and click the file to highlight it, then click Resume Download.

Works about 95% of the time.
