Could Not Move To Library

I upgraded to 2.9.8 today and now I can not download and save, instead I get error message "could not move to library". I've not had any problems previously, I've tried all the usual things such as rebooting, stopping, starting, resuming, kill download, etc, and nothing works.

Now what?

Go to the preferences and choose another saving directory.
