Can't open mp3's

I have been having this problem alot. I download a song, then I click on it and I get a warning that says "the file _______ cannot be opened because the program that created it cannot be found". This has become so damn irritating. It happens about half the time. Is there some kind of decoder I can use? I have a Mac running OS 9.2. I would appreciate any help I can get.
