If it is so, then go to Soulseek and go to it's Options (I'm not familiar at all with Soulseek so I have no idea where you wan find that). Find the port that it is using and then go to LW's Options, and input that port there (it's in Advanced). You may have already tried that, so sorry.
Also, getting fast speeds does not depend (IMO) on how many sources you a dld has as much as what connections the hosts have. While a file hosted by 100+ users will be more likely to finish, if you try to dld a file that is hosted by only 6 users who all have a T3 connection and you manage to connect to all of them, then you'll get crazy speeds. For instance, before I moved to a 2Mb connection, I could reach max speed with only Cable users. Now I can't (not that I'm complaining or anything). If I want to do that , I have to look for T1+ users.

finding the soulseek port is so simple that it slipped past me...you are the man. After making it the same as soulseek I get 6kb/s regularly and it even got up to 8. I have, before this problem, seen triple digits. Is there anything else I could do?

Also I never download from anything but cable or higher (usualy T1 or higher) so that is not the problem but as always I REALLY apreciate your continued attention to this thread.

should I still try and tweak my speeds?

Nic

Depending on what you are trying to dld (popularity), then the host may be too busy or can spare only a small amount of upload bandwidth.

I tried on popular songs only, with lots of sources. What does it mean when they can only spare a small amount of upload bandwidth? They have their speeds set low or they are downloading and being uploaded from by a lot of people? In either case changing my speeds would probably help very little, right?

yep both of those are possibilities for why this happens.
according to your connection you might want to change what's in tools, options, uploads, basic and slots.
go to this link to find your speed than tell us what it is and we can help you with which values you need to fill in

Test details: 101 kilobytes downloaded in 5.038 seconds.
Receive buffer size: Not available

this is the result from the first test (did I miss anything). I'm going to check a few more times to get a good picture if anything changes I will edit this post. Thanks a bunch dude I don't even think my ISP knows what bandwidth is.

edit: Then 89 kilobits (same size file took 9.*** secs.) this time I had another browser open. Same scenario got me 198 (in 4.***secs).

my upload speed is undefined

Yeah, those tests require several visits at different times of the day, because server loads are different, depending on when you do it.

go to tools, options, uploads, basic and select how much bandwith you'd like to give for uploads. I'd suggest 40kilobytes or under, 40 max, you'll than have more space for downloads. I wouldn't go to low though cause the more you share the more you can downlaod.

what murasame is saying is also true, but a rule to fallow give half or less to uploads otherwise you'll have problems with downlaods
