well turn it to 10, and turn down the speed you dedicate to uploads like mentioned before go to tools, options, uploads, basic.
the downloads should improve after this so test it.

Just oto clear something up: it would seem that stupididiot is suggesting that the more bandwidth you give to uploads, the less you'll have left for downloads. That is untrue: unless I've read the post wrong, then you must know that upload and download bandwidths use different "slots". That is why when advertising connections, ISPs put two different bandwidths (of course, most everyone looks at the big number only...).
Soooo, in order to set your upload bandwidth, you have to also know how much it is.
Did you read this ? I'm pretty sure it will help.

Also, in stupididtiot's link, did you do the upload bandwidth test?

I have read 'this' many times and with no luck but in light of this new information I will give it another shot. I do know that the uploads are different but I didn't want to dispute 69er because I am greatfull for the continued help from both of you. I just chose to ignore that part of the post.

hmm I thought someone said before it did matter, and I've experienced it before, when I was on dial up. many uploads mean not many downlaods
oh well

Dial up and Cable/DSL are totally different.
