how do I change the directory where the temp files are downloaded to?

You cannot directly change the Incomplete directory. It will always be made as a sibling to the Saving directory. For example, if my Save directory is set at C:/LimeWire/Saved, then the Incomplete directory will be created at C:/LimeWire/Incomplete.

This will most likely be changed in a future release so that you can choose where the Incomplete directory is, but it is not a priority right now.
