All attempts to download result in "need more..."/ "waiting...". Is it me...

For the past two weeks I've been trying to download a file.

I've tried a variety files. With the exception of one instance all other download actions displayed one of two messages; (1) waiting for busy hosts or (2) need more resources.

On one occasion a download ensued at an extremely slow pace. After four days only 60% of the file had been downloaded. After an interuption, I was unable to resume the download.

Specs

Dell Inspiron 8200,
P4, 2 ghz and 512 ram
Windows XP, SP1
*can't update to SP2 because the some of the errors in this build conflict with Dragon NaturallySpeaking
Limewire pro
