Download Speed Varies

I have LM Pro 4.8.1, and I've got broadband 1meg using a speedtouch modem, the probelm I'm having seems to be getting worse, I'm trying to download some tunes sometimes and I say this with reservation my download speed is up at 110 kb/s which is great as I'm sure you can imagine, but as of lately my download speeds are sooooo slow 1kb/s - 4kb/s.

Now when I went broadband I thought the days of slow downloads were a thing of the past, but obviously not. I've checked my firewall settings and it seems to be ok I've even reduced it to see if that will make any difference but alas no, and even at that why would I get it downloading sometimes fast and at other times non exsistent. Before anyone says what time do you do this at, I've tried this at variuos times of the day and it seems to be happening more often. My ISP is Wannado and has been for sometime now, please help as this is slowly but surely putting me off Limewire, was well pleased with it at first and recommended it to many friends and colleagues, I'm also using this at home and I'm not connected to a network of computors.
