Downloading

Ok, I've checked and re-checked my static IP settings, the port forwarding, my firewall settings etc again and again but I'm unable to see what the problem is (I could still be missing something or doing something wrong).

The result is always the same: doesn't matter what file I try to d/l, if it downloads at all, it's 0 to 1 kbs if I lucky.

I'm stumped.
