Default control/limit search results and download sources

Hi,
I have limewire installed in my Windows XP Home machine and I'm trying to control or limit the search results and download sources because my little brother is downloading huge movie files and is eating up from my limited internet access that has only 3GB download quota per month. I don't want to use the options menu in Limewire to limit search results because my brother can change them back. I also don't want to block the port completely using router's configurations.
Is there a way to smartly handle this, by configuring router or Windows XP settings so that my brother doesn't find out I changed settings. I'd really appreciate any help. Thanks.

Firewall & router will generally only affect uploading, not downlding.

Only way I can think of is to change LW settings. LW's menu bar, Tools>Options>Downlds & change bandwidth to a smaller amount. There would be a way to stop him downlding videos without knowing why but I don't think that's what you want.

Thanks Lord of the Rings, I've thought about doing that but I'm afraid if I change Limewire's settings from the options menu my brother can change them back. Is there any way to change the settings from the files under limewire's Program Files folder, so that my brother doesn't realize the change when he looks at the options menu of limewire?

I think what I'm looking for is to find a way to limit the number of connections on a port by changing the settings on windows XP or my router without blocking the port completely. Where would I find those settings under Windows XP or do they even exist?
