can't get anything to download

I am having a hard time getting anything to download. I double click on something I want... and nothing pops up in the downloading area. Then if I right click on it, then hit download... I get nothing again. It has been working like this for the past week. I then thought if I upgraded to 4.10.5 it would work. Nope. No dice.
Anyone with ideas please help thx
