Try this: Go into limewire, click on tools, then options. On the left click on Speed, then set it at T3 or higher. This should help. Also, not downloading alot of files at once.

Is your connection ok? Do you see the firewall icon (brick wall in front of the blue earth)?
Download speeds will depend a lot on the host you're downloading from. Have you checked to make sure your ISP isn't filtering p2p?

And HOW do i check what my ISP is doing what to who?

EDIT: and my connection is Turbo-Charged 9/10 times....
