Exe Problem

I am having problems downloading exe files. First of all: I know the risk that I am taking by downloading exe files...trojans, virus, blah blah blah. Now, here is my problem: after downloading the files I would click on them and a Error would pop up. All it says is that i could not access file due to security reasons. How may I fix this?
