AFAIK as soon as you change it, it will change location. Check the new location & see if the same files are listed there in the incomplete folder (after all, the incomplete folder will follow the location of the download folder.) The new downld location won't move already downloaded files. But will downld/save new or presently downlding files to that location.

According to my experience of moving my downld location to different partitions in windows. I've also separated downld types into audio, video, docs, etc. The incompletes tend to follow the audio downld location.

I've found that some incompletes will themselves move to the new incomplete folder. That's why I suggested you check for this. ;) :)
