It's Charter ....There have been a few people that have the same problem as you and this exceptable use policy will explain what they exactly do....
http://www.charter.com/Visitors/Policies.aspx?Policy=6

This is another interesting article....
http://www.complaints.com/directory/2004/june/30/9.htm

Try doing this speed test and see what speeds you get....
http://www.speedtest.net/

You can also try changing your listening port number to something between 49152 up to 65535, try this one 64049....

Divide your speed in kb/s by 8 to get KB/s, take off say 15% for overheads...theoretically a download speed of about 255 KB/s. But it's not as simple as that. Your download speed depends upon your speed & also the upload speed of the host(s) you're downloading from, how many hosts you're downloading from, how many upload slots they have open etc etc.

Then there are people whose ISPs throttle their bandwidth...so these people may never see a fast download.

Considering that you've told us nothing except your speed test result, it's a bit hard to guess whether the speeds you're seeing are reasonable for you or not.
