Incomplete Downloads

Reinstalled LW Pro and I need to restart my old dl's. I've done this before, but for some reason it isn't working now. Can someone please walk me thru this step-by-step?

I'm clicking on the "Incomplete Files" line in Library, but it's not doing anything.
