the 100% phenomenon you describe is most likely a situation where you are one of multiple sources for the user uploading from you...so it says 100%, and that's just meaning he/she/it has completed that part of his upload from you, and he/she/it again gets more of the file from you until they finally complete the whole thing in parts from various users...
