Why can't I launch a Downloaded program?

When I try to launch the program after it is downloaded a window appears saying "unable to unarchive" "(Error 1 - Operation not permitted.). How can I open this program?

go directly to your saved folder an initiate it from there...

I hope you used Bitzi lookup as most all programs and many .rar files are virus/trojan infected....
