Uploads stop at 3%

Very frequently I get uploads that always stop at 3% with a "transfer interrupt". This must be frustrating for the person trying to do the upload.

This happens when I even do nothing but simply watch

I am running 2.1.3 Pro behind a firewall (zone alarm)
