Slow Download Speed

I don't think I have a slow internet connection, but yet when I download a song the download speed is rarely above 30kb/s.

When I go to Speedtest.net, it says my download speed is 709kb/s and upload speed of 146kb/s.

What should my settings be changed to to make downloading faster?
