Cancelled Icon instead of Download Icon

Recently after starting downloads, and repeating the search, the downloading icon (open folder) is getting replaced by a cancelled icon (torn paper). The downloads are still in the download window, some partially downloaded, waiting on sources. The files are also in the incomplete folder.

I'm not cancelling these downloads, any ideals?
