Maximum Downloads?

I have been looking for a program which would not cripple my machine and now I seem to have found it in Limewire. Unfortunately there appear to be grave omissions (or the instructions are not clear).

I have altered my "Maximum Downloads" from 5 to 25 and 15 and now 17 (so there wasn't a 5 in the number) but the program continues to just download 5.

I do not appear to be able to force a start on any that are queued.

I have 5,336 files in my "share" directory and have noted uploads going on the whole time. Unfortunately my share ratio with Demonoid is dropping?
