help! security setting issue!!

I have always used limewire basic, and one day there was a pop up and it said I needed to upgrade so I went through all the motions and now it is saying it cant download limewire because my security settings would allow it. I went to sec. settings and changed all i had to, and limewire still says my sec. settings wont allow.

please help. maybe some step by step help!! PLEASE!!!!!!!!
