why have i to start new downloads?

Hi i ve got a problem if i shut the pc down while some files aren't down yet i can't go on with downloading them at the next time. I have to make a new download then.Why

A COMPUTER CAN NOT TELL WHEN IT HAS NOT GOTTON A FULL DOWNLOAD IT IS LOOKING AT IT AS 2 FILES WITH THE SAME NAME YOU HAVE REDO THE DOWNLOAD OR IT WILL TRY TO CHANGE THE NAME ON THE NEW DOWNLOAD OR TRY TO DELETE IT
