It says I am connected all the way, but.. (downloading at 0 KB/s)

It says I am fully connected and that I have a very good signal, but when it should take like 30 seconds to download a song it is taking like 30 minutes IF it even downloads at all. The download monitor keeps saying (however many songs)@ 0 KB/s... sometimes the KBs will go up to like 56 or 65, but most of the time it is stuck on zero.. Can I fix this?
