does anyone know why my downloads are going to 95% and then stopping and not restarting?

Are they torrent files or gnutella files?

What version of LW are you using?

What format are the files (.avi, .mov, .mp3 etc)?

Does this happen for all files that you try to download?

I have the same problem, on a mac, zip files.
