incomplete downloads

I am running Mac OS9.2 and find that if I get cut off during download,when I re-connect,I have lost what I have already downloaded,and am starting the same download from scratch.Have I missed some setting?.

Same problem w/ Win2K. No resume. This problem is mentioned several times on this forum but there don't seem to be any answers.
