Can not connect have tryed everything!

I have tryed everything I can think of any I'm pretty sure everything on the help.

Im running on Windows 7 Through a Siemens 4100b router and Belkin N150. Even without router I can not connect. Tryed running java.exe and frostwire as admin from main account unless I gotta do something else. Have turned UAC off. Turned firewalls off. Did the clean install from here and the connection fix which just zipped files no idea where to put them. Do not know how to delete the preferences if that makes a difference. Im running on DSL it never happened to me in Vista but Win7 seems to...not like Frostwire or Phex. o.O Anything I can do people!?
